Chelsea have submitted their 25 squad players for the Premier League season. The squad list submitted had to contain no more than 17 players who do not fulfil the Home Grown Player criteria. The remainder of the squad, up to a total of 25 players, must be Home Grown.
A Home Grown Player means a player who, irrespective of his nationality or age, has been registered with any club affiliated to the Football Association or the Football Association of Wales for a period, continuous or not, of three entire seasons or 36 months prior to his 21st birthday (or the end of the Season during which he turns 21).
U21 players are eligible over and above the limit of 25 players/squad which is why Kakuta, Lukaku, and McEachran are not in the 25-man squad as they fall under the U21 rule.

Guys Mceachran, kakuta n lukaku r eligible, that is they dont need 2b in d 25man squad b4 they can play. The rule apply 4rm 21yrs and above. AVB you can do it prove it. Bluez 4 eternity.
Josh, Lukaku are automatically eligible for selection by virtue of being under 21. The 25 players lined up are above 21, but in reality, the squad can be above 25 as players under 21 can be selected whether they are on the list or not.
Lukaku and machecrean ar not in the least but the can still play in the premier league because the are less than 18
